Raikou Best Moveset Pokemon Go
The best two moves for Raikou are Thundershock and Wild Charge for sure. These moves will allow your Raikou to be very strong in many different battles due to being overall good moves as well as the best electric type moves.
If you catch a Raikou that does not have this moveset, it is most likely not worth leveling it up if you believe you can find another Raikou. The combination of Thundershock and Wild Charge is superior to any other choice available.
